Council political capital is the currency this program pays back in. Before you bring this to a council session, here are the five questions you'll be asked, and the defensible answer to each. This is the briefing we'd hand you to walk in with.

Yes. Virginia Beach Parks & Recreation ran the LSMA Curriculum starting 2015 with documented adolescent programming outcomes. Norfolk Parks & Recreation runs the same curriculum currently. Both are public-sector references your staff can call directly.

"What's the liability exposure to the city?"

The licensed LSTA operator carries full program insurance and is the contracting entity at your facility. The city's exposure mirrors any standard third-party recreation programming arrangement. Equipment is foam-core and electronically scored. Actual injury rates are documented and lower than most contact-based youth athletics.

"Why this and not another teen programming initiative?"

Adolescent programming attendance falls off a cliff at 13 because traditional team sports stop being where the un-recruited 13-to-17 demographic shows up. The LSMA Curriculum is structured discipline through individual rank progression. The format that demonstrably reaches the kid who's not making varsity but isn't joining a club either. "What does the character framework actually consist of?"

The Code of S.A.B.E.R. (Service, Awareness, Bravery, Excellence, Respect), is woven into the rank-progression curriculum at every sash level. It's not a separate "character module" tacked onto physical training; it's structurally embedded. Documentation is available for council review.

"What's the budget exposure and renewal cycle?"

The LSMA Commander License is a one-time licensing fee paid by the operator, not the city. The city's commitment is gym-time allocation on a recurring weekly cadence, plus the standard cost-recovery program economics your department already runs for any third-party contracted programming. There's no annual renewal cost to the city budget.

There are two ways to bring this to your district. Either someone in your department licenses the operator role itself through one of the two tiers below, or you partner with an already-licensed operator in your area at no cost to your budget (Path B, next section).
